Hello my name is Samantha Carter and I am running for U.S House of Representatives for WI district 4. I am receiving many emails from constituents and I am grateful for that. I hope that you all will continue to support my campaign by coming out and voting for me in the primary’s Sept 2010 and the General Election Nov of the Same Year. I would like to take the time to speak about my campaign. I will not run a campaign that will tear down the person instead of the politics. I will never be recorded nor will any campaign staff under my authority speak about my running mates personal matters. I believe how you run your campaign will show what kind of person you are. I want to show district 4 that I am a person of integrity, compassion and strong leadership.

I am a proud member of the Independent American Party which gives my campaign the advantage and when I am elected to congress it will be the advantage in my leadership. Being independent from the popular parties gives the opportunity for bipartisan leadership and serious politics concerning restoring this nation. There are no hidden agendas or unmerited motives in my leadership. I will make every effort to remain neutral so that I can make decisions based on fact and not political relationships. I will not be pressured by any organization. Therefore I will run and win this election with the contributions of the public and good old fashion skill. I have had enough of the republican and democratic parties fighting matches with no real solutions attached. I will not point the finger or place the blame but give the solution. I have already shown that I am a leader of action. I have written one national bill this year and sent it to our current congressperson, I have outlined innovative solutions in my issues not cliché statements or good sound bites. I have outlined legislations that are needed to create a return on our investment in congress and what I will do about violations of our God given constitutional rights. I am giving real solutions to end strife where others are still arguing it is time to stop arguing and start working. Trust me with your vote to start the wave. I am doing this for God and Country “Lets Make it Better 2010” lend me your vote and support.

The Iraq War
I think once we found out they did not have any weapons of mass destruction the mission was complete. I am still unsure how we switched gears from al Qaeda to Iraqi Movement. At this point we have created other issues with our prolonged stay in Iraq. In lieu of the new issues we are not able to pull our troops out in a clean break. I believe we need to phase the troops out according to the following things: 1. Need, is there a necessity for your MOS (military occupational skill) to remain to complete the mission with least amount of casualties. 2. Rank, is there a need for you to remain in command because of rank and experience. 3. Seniority, the soldiers who have been deployed the longest return first 4. What is the level of threat in the movement, commanding officers should asses the need for military presence if need is decreasing we can began to deploy troops back accordingly. Once the troops are back we should have help available to them to reintegrate them back into a non hostile environment. I believe they deserve funding to help them return to some sort of normalcy and have the ability to spend time with their love ones. Once we have control in Iraq we should refocus to al Qaeda and its hostile régime. I believe that we are approaching al Qaeda incorrectly we must not treat the terrorists as if they were under a dictatorship but working as a team. If we eliminate Osama Bin Laden another cell that has been bread to take his place will assume their role. The target should not only be Osama Bin Laden, but to eliminate the threat of the entire cabinet. This will substantially decrease the potential threat towards America and cripple the movement. A successful war is a war that has the least collateral damage and the threat is subdued.

Congress
I believe there are two things wrong with congress currently. We are not demanding enough productivity or a return on our investment out of our individual congresspersons and I believe that with the time given for open congress it is unrealistic to expect them to properly run this country. When you look at the fortune 500 companies you can read stories about the executives working 6-7 days a week to ensure the companies growth and profit. When retail companies have more money than our country we have defiantly went astray from where we need to be. The job of a congressperson is one of the most important jobs we have in our country. Our congress with the help of the Presidency runs this country. It is not to much to demand our congresspersons to work effectively and efficiently with integrity and leadership.

This idea has been introduced in the past to lengthen the work week of the congresspersons to ensure efficiency during open congress. I believe this is how AIG was able to accomplish their victory in executive bonuses because of the length of the bill coupled with the time constraint on the bill things were overlooked passed by to push the bill forward. I will introduce legislations to lengthen congress sessions temporarily during our economic crisis or lengthening the congressional work week with the least possible allowance increases. This will help congress work efficiently so we will see productivity that is equal if not higher than anyone of our fortune 500 retail company executives. We must began to demand better results than these.

Constitutional Rights
It is important that we safe guard the constitutional rights of every US citizen. I believe that the constitutional rights are set in place to protect America from a Communistic government. In recent years there has been dramatic loss in momentum to ensure that these rights remain in place for every US citizen. I believe it is unfair and perverted to temporarily disregard the constitutional rights of any US citizen for any reason. These rights have been set in place to protect every American from the government and each other.

Whenever the government evades the constitutional rights of an individual no matter what race, creed, gender, age or ethnicity it is perverted and in just. I will pass more legislation to fix prior bills that inadvertently trample on these basics constitutional rights that have been set in place for the protection of the American people. In my opinion anytime someone makes the decision to set aside the constitution and work in a renegade fashion they are terrorist. Good American people are getting hurt and the people whom these rights were set in place to safe guard the American people from are getting away with it. I believe that the Bill of Rights should be a required read for every American Citizen to inform us of our rights.

I will work for the people I represent not the other way around. The government is under the control of the people, and I believe when we actually began to inform the American people of their rights and freedom we will be able to contribute sound decisions to the future of our country.

The Economy
Our economy is in a fragile position with the unemployment rate approaching double digits the deficit climbing with no revenue to sustain the country to promote growth. The question is no longer who caused these adverse affects but how do we fix it. We have bailed out the car companies, banks and others. We have set several economic stimulus packages in motion but nothing seems to be slowing down our economic issues. I won’t give cliché statements about the issue or pass the blame onto a party but give ideas towards a solution. We have already charged the tax payers for the bailouts now the Obama Administration needs to do what he said he was going to do began eliminating programs that are not working and combining similar programs. The war is costing us millions of dollars daily. The Obama Administration has constructed a plan to pull over 130,000 troops out of Iraq in the next 18 months. This initiative must not be pushed back or delayed. The ending of the war will save us millions of dollars daily that should be assimilated into the VA and restoring this country. Finally we can began to slow spending to programs that are not imperative to current country sustainability. We must refocus our initiatives towards improving the economy. The tax payers cannot support any more tax increases. I do not believe a second stimulus will fix the issue rather than band aid it temporarily which will only mask the real problem with a temporary economic influx. We need to work on the problem from the root to rectify this situation. These are the legislations I will introduce that will give real solutions even if I have to write the bills myself. I will not piggy back off of others rather introduce innovative ideas myself.

Health Care
Small business between $250,000 and $400,000 have to pay anywhere between 0-6 percent for the health reform, which is an inconsistency from the promised $500,000 thousand dollar annual receipt that was promise. Obviously this will allow more small business to have to pay annually. As promised you either have to comply with the reform or private insurance or face consequences, which is $100.00 per day of violation retroacted if necessary until the corrective action has been taken up to $500,000. This penalty will not be enacted if the business owner can correct the mistakes with in 30 days. Under this bill the employer may also be civilly sued for the same amount listed above $100.00 per day.

For individuals who do not have acceptable insurance during a taxable year they will tax you 2.5 percent of the excess of the adjusted gross income! Unbelievable! (pg167-168) You have to report your insurance from the agency that you are insured with supplying the TIN name address of the primary insured and anyone else insured. The business credit will be most affective at 20,000 employee compensation (not going to help a lot of small businesses) the credits lessens as the employee compensation grows or the number of employees a business has. If the business compensates an employee with a salary above 80,000 or has more than 25 employees they don’t receive a credit at all. Employees only count if they have received over 5000 in a taxable year. Another inconsistency with what we were told...the credit would be available for any business that makes less than 500,000. Inflation in 50 dollar intervals.

New tax created for citizens who make 350,000-500,000 tax of 1 percent adjusted gross, 1.5 adjusted gross 500,000-1 million and 5.4 percent for any tax payer over 1 million dollars adjusted gross. This tax will also be applied on joint returns as much as 50 cents to a dollar. At this point I was only on page 190 and didn’t need to read any more to know this was another fable attempt to get money from the American people.

However, I did continue to read and I got to a section on Medicare/Medicaid, which was probably the best part of the entire bill. There were a lot of improvements to the Medicare/Medicaid section so many that I can’t list them all...you will have to read that for yourself (www.thomas.org). However these improvements should have been standard for they improve the quality and longevity of life. However, now is not the time for over 1 trillion dollar plan that will introduce new taxes to all Americans. This bill in conjunction with the cap and trade bill will cripple the nation and prolong recovery. We can not afford such a paradigm shift in health care at the moment. One thing that Sir Isaac Newton was certain that for every action there is an opposite and equal reaction and we can not afford the reaction to such a large action at the moment. We must fix the things that we can afford to fix because health care is not going to get paid for if we go through a depression. There are ways to give the majority of people health care not by force but by need. I believe a more accurate way to help those in need. It should be done not only via the poverty line but debt to income ratio in addition to the poverty line. It is a noble idea but now is not the time to introduce such large overhauls to the American people.

WASHINGTON – Secretary of State Hillary Rodham Clinton says she thinks the Chinese "are breathing a little easier" about the health of the U.S. financial system. U.S. and Chinese financial and diplomatic officials held two days of high-level talks in Washington last month. he Chinese are the world's largest holder of U.S. Treasury securities. They have expressed concerns about the safety of their investments, given the rising U.S. budget deficit. Clinton says she thinks "it is fair to say that they are somewhat reassured" after the recent talks. She says the U.S. economy is on the mend and President Barack Obama is committed to getting a handle on the deficit. Clinton says the Chinese have an export-driven economic approach, but need to stimulate more demand for goods by Chinese consumers.Clinton made the comments in an interview with CNN's Fareed Zakaria that is set to air Sunday

Biography

Samantha Carter was raised in the inner city of Milwaukee Wisconsin with time spent living on the Keefe Avenue block in Milwaukee. Growing up Samantha had to fight against peer pressures of inner city communities and the prevalent gang culture surrounding her. As if the pressures outside of her home were not enough her father was overwhelmed by the evil of drug addiction and subsequently becoming a career criminal ending the marriage between her parents.

Her mother determined to get Samantha the resources needed to succeed in life placed her in parochial schooling. She attended Pius XI High School at the age of 17 entered into the United States Army Reserves through the split op program. After graduating from Pius she was accepted to Marquette University Educational Opportunity Program to receive her BA degree in Criminology and Law Studies.

While attending college Samantha became pregnant with a set of twins. During her pregnancy she and the twins faced death. Upon this life changing experience she completely surrendered her life to God thankful to Him rescuing them from sudden death. After her conversion she became Founder and head Pastor of The Church of Milwaukee Incorporated.

Samantha's political resume is not exemplary of a professional politician and that is what makes her proud. When Samantha began her campaign for Congress in 2009 she did because "I know that I am qualified and competent, but I am not running for self interest but God and Country."

Politically in 2008 she became a part of the Independent American Party, a party of principles not politics. She was warmly received by the national committee. She was appointed to the position of national staff assistant to the National State Development Director. On this national job Samantha is responsible for conducting research and writing on national issues; establish a speakers bureau; conducting voter education and assist State Parties with voter education; assist national and state party candidates with national issues; and Wisconsin's State Development Coordinator. She has developed her first national bill for preventive health care for pregnant mothers to decrease the infant mortality rate in the nation. Separately she has also created a place in her personal ministry to appropriate funds to develop her campaign for inner city community development.
Health Care
- Agrees with the need for innovative means to provide health care to the majority of American people.
- Small business health care tax cuts to increase small business initiatives to provide employee health care.

Economy
- Supports small business grants funding expansion to provide additional job placement.
- Small business tax relief for business that do not gross over $500,000 yearly to slow down small business closings increasing unemployment rate.
- Supports tax relief to new and existing homeowners.

Crime
- Support problem solving courts to assist in organizing the influx of court intake and prison overcrowding.
- Support personal accountability and cognitive reconstruction model.

War
- Phase troops out of Iraq according to the level of threat and need.
- Re-structure basic combat training program to include guerilla warfare training and hostile environment class room training.
- Reposition troops in preparation of eliminating the al Qaeda threat.

Education
- There is a need for struggling public school systems with low production to be appropriate funds to bring them to a high standard.
- Supports reasonable increases to teachers to increase employee relations.
- Will push for a change in yearly teacher appraisals to monetarily award teachers for effective teaching. Initiative should last 5 years.

Veterans
- Innovative programs to aid in reintegration into society after returning from tours.
- More funding deserved to increase mental health departments to suite the needs of veterans.

Foreign Policy
- Belief that organizational ethics must be applied in diplomatic situations restoring America's reputation as "the land of the free home of the brave."
- Supports sit downs without pre-conditions to enhance communication and situational foreign relations. There is a caveat that the conditions set will not change because of communications.

Belief
- There is a need to bring Faith back into politics to create leaders not politicians.
